Cut large goldfish shapes out of construction paper (white, yellow, or orange construction paper works best). Cut small squares out of the tissue paper. Glue the tissue paper onto the goldfish fish shaped paper to cover the entire thing. Let the fish dry and then you can add the large wiggle eye, and you can draw a mouth and any other features you want.
